2017/18 Boom Bust Results

I've run the Boom and Bust results for this years draft. I increased the number of booms from 8 to 10, i've left the busts to just 4.
I won't add them to the gamefile just yet as it will mess up the CSB order for when I run the draft tomorrow.

I'll do a full write up later today but for the moment, Philly seem to be the biggest winner as there were a lot of high level boosters this year who alreadu had high pot and con scores. No real losers though Atlanta got a bit of a kick as they roll their player in both boom and bust.

ceilings get increased as well, 300 off 270 def, right now he is

So his ceilings should go to something like:

96 100 104 80 80 80 100 100 100 110 110 141

When Developed: OFF 93, DEF 74, OA 91

The ceilings have not been changing anymore since we rebooted this league. The rules section should have been updated to reflect this but may not have been.
