Small change to BOOM/BUST

As I mentioned after last years draft;


If you have a 8/75 guy its not much of a BOOM. Maybe we can look again at smaller ceiling boosts?



Something like if your guy is pot 7 > 8 no ceiling changes.



If your guy is pot 8 already > +5 ceilings to SH, PL, ST, PO, CH, HI



+5 would just give them a little BOOM without making them anything super.



Otherwise you guy gets +5 CON - whoop! lol

Actually I meant no rule changes after league's 1st season's start even if it could be good for my team. But looks like majority wants more editing.
