The draft lottery for GHL Overtime is not the same as the NHL draft lottery. The idea of the lottery is to discourage tanking based upon a percentage given to teams finishing 30th to 16th with a decreasing spectrum of odds to win the lottery, and advance spots. Here, we do multiple rolls that completely change the dynamic of the draft position. Last season, Minnesota moved up 5 spots (FIVE!) to number 1 overall. Vancouver moved down 3 spots to number 4 overall. That's a tremendous amount of movement that probably shouldn't happen. While we don't want to give benefits to bad teams, to have Vancouver two years in a row lose out on the number one pick AND drop as many spots, that's not an appropriate lottery at all.
What the NHL does is assign the decreasing spectrum of odds to the teams in the bottom half. A number is drawn, 1 to 1000. I believe only the lowest 5 teams could move up, but its a strict lottery -- if the 26th overall team "wins" that team moves to 30th and everyone is pushed down one spot only. This is a more fair and more realistic lottery system.
I recommend implementing this for 2017.

The NHL changed the draft lottery last year and again this year it is altered. The top 3 spots will be drawn for and the worst overall team can finish 4th pick in the draft. All non playoff teams have a chance to move up into the top three. www.nhl.com/news/nhl-announces-changes-to-draft-lottery-format/c-728795I do not want to alter the draft lottery as in these leagues blatant tanking is far far to prevalent. Draw the way we do and if a team drops in picks so be it because I have seen way to many GM's come into the league and gut their teams. I will go with what the majority wants but this is just how I view the lottery.

I have been thinking about limiting the movement of teams to maybe a maximum increase of three and a maximum drop of two, with the drop overiding the increase. The worst the 30th placed team could end up is 28th, so a top 3 pick.
I like having it open to cover all the teams from 30 to 16.
I know its frustrating to end up with a drop from top spot and perhaps percentages need to be tweaked a little more in favour of the bottom placed teams, but not by much.
