Why all of the movement? I thought that based on the NHL everybody is supposed to have a certain percentage assigned to them and one number is drawn. Whoever selects that number is supposed to move up to the top of the list, with everyone else moving down a single slot. This seems to be a different way of calculating that based upon the NHL way (http://www.nhl.com/ice/news.htm?id=763807)
