You can't. As it stands, it will put you over the cap, even after you waive/release Parent.

You are putting in a claim for a player that will put you over the cap. How is that stupid? There is some leniency on going over the cap, such as if you sustain injuries...you get 1 sim to fix it. But making a roster move that blatantly puts you over the cap, whether it's by a trade, waiver pick-up, or a contract, is not allowed. If you want to claim him, make an appropriate roster move that will give you the cap space to fit him under first, then make the claim.

Then you should put that instruction right in with the claim. A team should not be able to just exceed the cap during the season. You need to have the cap space necessary before you make the move
