While perusing last year's draft class I noticed that the following rule is being broken all across the league (With the exception of NJ and EDM).
8.06. Entry-level contracts: Players drafted in the 1st round of the draft will have a minimum salary requirement. Two-way contracts and team/player options are still allowed. This will be in effect as of the 2014 draft (this rule does not apply to those drafted before 2014)
Draft Position: Minimum Salary 1st to 10th OA: 750,000 base salary 11th to 30th OA: 550,000 base salary 31st to 150th OA: No minimum salary
I understand that this can be very time consuming to track for the simmer on top of everything else that goes on with that. I would suggest that it may be worth considering removing the rule all together for the ease of housekeeping.

Good eye...we actually removed that rule before the season. Stephen must have just forgot to remove it from the rule book

I am not sure that that rule has been used at all since the league was rebooted. Stephen just needs to clean up the rules and actually remove it.
