I think the more, active GMs we have the better. I'd like to see stricter requirements on activity and benefits for recruitment. Other than that I think rules are OK and nothing is "pressing" that requires immediate change -- except that we are low on GMs and at some point, you run out of runway to keep operating without dedicated GMs.

weaker file = smaller contracts... why do we have a superfile salary cap?

i agree with Lebas here. the cap is too high for a weaker file. I can build a solid team and have no problem keeping the core intact at all, because the cap will allow that. If you lower the file it might cause for a better free agency and for teams to spend more wisely and build more sensibly...just a thought

also one other thing about rewards for gms...i'm not sure how fair it is to give better rewards, in fact i'm not even a fan of it all because of this reason. I'm the type of person who sets his lines once and then monitors his team development and the file, if changes need to be done then i do them..but if not i don't send lines. like if you guys do it it's great. But if you add more rewards you'll be getting a lot emails just saying don't change my lines from me and I know a couple other gms who do the same
